Appellant Childs seeks reversal of the district court's judgment in favor of appellees, International Brotherhood of Electrical Workers (the IBEW), and its Local 18. The district court dismissed appellant's Title VII claims against both Local 18 and the IBEW for lack of subject matter jurisdiction. See 42 U.S.C. § 2000e(b) (1976). It granted judgment on the merits to appellees at the close of appellant's case on the section 1981...
