Defendant, Luis Alfonso Mendez-Jimenez, a Colombian national, arrived at Los Angeles International Airport aboard Avianca Flight 80 from Bogota, Colombia, on July 10, 1982. He presented himself to a customs inspector and then was referred to Inspector Talamantes at a secondary inspection station.
