This action has been brought under the provisions of G.L.c. 93A. The plaintiff alleged that the defendant, a public utility corporation, committed an unfair or deceptive practice by requiring him to pay the defendant $7000 before the defendant would clear a public way of its lines to enable the plaintiff to move a house.
