Sixteen years ago, appellant Estanislao Correa-De Jesus pleaded guilty before a federal judge in the Northern District of Illinois to two counts of distributing heroin. After the judge asked De Jesus whether anyone had promised him that he would receive a certain sentence if he pleaded guilty and De Jesus answered no, the district judge sentenced him to eight years in prison.
