This case presents a single question of law: whether the United States' cause of action is time barred by the applicable statute of limitations. If the cause of action accrued on May 1, 1973, as the Defendant contends, the answer is yes; however, if such action accrued on August 25, 1976, as the Plaintiff contends, the answer is no.
