This action was brought under the Administrative Review Act (Ill. Rev. Stat. 1979, ch. 110, par. 264 et seq.). The sole issue raised by defendant's appeal is whether the circuit court of Shelby County erred in concluding that the Illinois Liquor Control Commission (hereinafter the State Commission) lacked jurisdiction to consider whether the sale of alcoholic liquor was forbidden...
