Plaintiff was employed as an attorney in the Attorney General's Office of the State of Utah between November of 1968 and December of 1976. He achieved permanent career status in January 1976 under the "Attorney General Career Service Act", codified at U.C.A., 1953, § 67-5-6, et seq. (hereafter Career Service Act).
