Plaintiff, Broad Street Food Market, Inc. ("Market"), challenges a one year disqualification from participation in government's Food Stamp Program. Disqualification resulted from a determination of the Food and Nutrition Service of the United States Department of Agriculture ("FNS") that plaintiff had allowed ineligible, non-food items to be purchased with food stamps in violation of the Food Stamp Act. 7 U.S.C. §§ 2011 et seq....
