Plaintiff appeals from a trial court judgment dismissing her fourth amended complaint for failure to state ultimate facts sufficient to constitute a claim for relief. Plaintiff, owner of a charter fishing service, seeks damages from defendant, a public utility,1 for its alleged failure to repair and furnish adequate telephone service, as required by ORS 757.020,
