1) whether the entry restrictions of the Limited Entry Act, AS 16.43.010-.380, violate the following provisions of the Alaska Constitution:

(a) article VIII, section 3, which reserves naturally occurring fish to the people for common use; (b) article I, section 1, which guarantees all persons equal rights and opportunities;

2) whether the transferability...
