This pro se action arises out of the enactment of the Veterans Rehabilitation and Education Amendment of 1980, Pub.L. No. 96-466, § 602(a), (c), 94 Stat. 2171, 2208-09 (1980) (hereinafter "1980 Amendment"). Petitioner, Travis Jackson, is a veteran of the United States Armed Forces and is currently incarcerated in Greenhaven Correctional Facility.
