This action under 42 U.S.C. § 1983 was brought by the plaintiffs in October 1978. In July of 1979, this Court issued a preliminary injunction enjoining the use of Comprehensive Employment and Training Act (CETA) funds for parochial school personnel. 473 F.Supp. 770.
