Plaintiff, Dossie B. McCaleb, as personal representative of the estate of his son, Marks Crittenden McCaleb [decedent], brings this action pursuant to the Federal Tort Claims Act [FTCA], 28 U.S.C. § 1346. Plaintiff's decedent, an enlisted man in the United States Navy, was stabbed to death by another enlisted man while decedent lay sleeping in his bunk on the U.S.S.
