In an indictment filed on May 6, 1980, a Kent County Grand Jury charged the defendant, Richard Concannon, with five counts of first- and second-degree sexual assault in violation of G.L. 1956 (1969 Reenactment) §§ 11-37-2 and -4, as enacted by P.L. 1979, ch. 302, § 2.
