PER CURIAM:

This case arises from the circumstances surrounding issuance of a warrant for appellant C.A. Nelson's arrest based on his failure to appear or otherwise respond to a $4.00 overtime parking ticket. Nelson seeks to hold the arresting officers, the City of Las Vegas, and Clark County liable for false arrest and false imprisonment, and his wife seeks to hold the officers and their employer liable for intentional infliction of emotional distress...
