The City of New Orleans brought this suit contending that various state statutes which mandate payments by the City for state services violate Art. 6, § 6 of the 1974 Constitution of Louisiana which provides:

"The legislature shall enact no law the effect of which changes or affects the structure and organization or the particular distribution and redistribution of the powers and functions of any local governmental subdivision which...
