This is a zoning case.

The Mobile County Commission and the City of Mobile made a request for a special exception to Mobile's zoning ordinance so that a detention center could be built on city property. The county was to lease the property from the city. On February 7, 1983 a hearing on the request was denied by a unanimous vote of the Board of Adjustment of the City of Mobile.
