The main issue in this case is whether the practice of the Kentucky Cabinet for Human Resources of removing children who have been committed to it from the homes of their natural parents violates constitutional due process where the Cabinet provides no standards limiting its discretion, no advance notice to the family of the removal and no opportunity to be heard...
