This case is before us to review a decision of the First District Court of Appeal that expressly declared valid subsections 440.15(3)(a) and (b), Florida Statutes (1981). The district court upheld this portion of the Workers' Compensation Law against challenges that it violated the constitutional rights of injured workers to equal protection and access to the courts. Acton v. Ft. Lauderdale Hospital, 418 So.2d 1099
