David Peek (appellant) applied to the Baton Rouge Alcohol Beverage Control Board (ABC Board) for a Class "B" beer and liquor license, in order to operate a drive-in window business which would dispense frozen daiquiris and other frozen beverages of alcoholic content to motorist-customers.
