Plaintiffs in this action are next-of-kin of four American churchwomen—Maureen Clarke, Jean Donovan, Ita Ford and Dorothy Kazel—who were murdered in El Salvador on December 2, 1980. After exhausting their administrative remedies, plaintiffs brought this suit under the Freedom of Information Act ("FOIA"), 5 U.S.C. § 552, to compel the disclosure of documents originated by the Federal Bureau of Investigation...
