GARZA, Circuit Judge:

Finding that the conclusion of the court below that the conduct being investigated by the Federal Trade Commission did not relate to respondents as insurers but as finance companies whose methods of inducing potential borrowers to purchase insurance is an integral part of the arrangement of credit and not the "business of insurance" was eminently correct, we affirm this case on the basis of Judge Charles Schwartz's opinion of June 14, 1982, attached...
