This case, arising under the Job Training Partnership Act (the Act), 29 U.S.C. §§ 1501-1781 (1975 & Supp.1982), Pub.L. 97-300, 96 Stat. 1324, concerns the requirements under § 1511 for compulsory designation of service delivery areas (SDAs). Two questions of law are raised: first, whether a county in the State of New Hampshire constitutes a "unit of general local government" (UGLG), and second, whether a consortium of counties...
