Appellants filed two petitions for a referendum election on proposed amendments to the charter of the Metropolitan Government of Nashville and Davidson County, Tennessee (Metro). The petitions were filed on May 16, 1983, but their legal sufficiency was challenged by local officials on the ground that they did not contain signatures of enough qualified voters to satisfy the charter provisions...
