Russell, against the Tennessee Valley Authority (TVA), Bear Creek Development Authority (BCDA) and Bear Creek Watershed Association, Inc. (BCWA), for personal injuries and damages allegedly sustained by him when he slid over the end of Little Bear Creek Dam spillway on June 1, 1980.
