This case comes to us on interlocutory appeal from a decision of the United States Claims Court pursuant to § 125(b) of the Federal Courts Improvement Act of 1982, Pub.L. No. 97-164, 96 Stat. 25, 36-37 (1982) (codified at 28 U.S.C. § 1292(d)(2)).1 The trial judge granted the government's motion to dismiss appellee's wrongful removal action in part, but denied the government's full motion for judgment.
