Petitioner, Efrain Garcia, was charged in November, 1974 with murdering Donald Taylor, and in August, 1977, following a jury trial in Cook County Circuit Court, was convicted of murder and sentenced to 30 to 90 years' imprisonment. Petitioner appealed his conviction to the Illinois Appellate Court, which affirmed. People v. Garcia, 65 Ill.App.3d 472, 22 Ill.Dec. 51,
