The plaintiff in this case is Larry Eyler, a thirty year old Chicago housepainter who is a suspect in a series of possibly related murders. For several months he has been the target of a highly publicized investigation by Illinois and Indiana police authorities, some of whom are defendants in this case. On October 11, 1983, before he had been formally charged with any crime, Eyler filed a complaint in federal court...
