Plaintiffs are twenty-six persons who were employed by the City of St. Louis in the fire department (Plaintiffs). The defendants are the City of St. Louis, the Chief of the Fire Department, the Director of the Department of Personnel, the Controller and the Director of the Department of Public Safety, hereafter referred to generally as defendants or City.
