The Preprosecution Diversion Act, NMSA 1978, Sections 31-16A-1 through 31-16A-8 (Cum.Supp. 1983), provides that a person, alleged to have committed a crime, may be diverted "into the preprosecution diversion program and criminal proceedings against the defendant shall be suspended."
