The issue on appeal is whether Bruce Dodson is barred from filing a third party claim by § 933 of the Longshoremen's and Harbor Workers' Act, 33 U.S.C. § 901 et seq. (as incorporated by D.C.Code § 36-501 (1973)) (the Longshoremen's Act).
