The plaintiffs, the Livingston Parish Police Jury and twenty-one individuals, brought this action, arising from a mass tort situation, on their own behalf and on behalf of residents of Livingston Parish. Further, the petition averred class representation on behalf of "all persons, firms and/or corporations who have and/or may sustain damage as a result of the evacuation, fires, explosions, toxic exposures and/or contaminations and all other losses...
