This consolidated appeal involves two challenges to Mississippi's administration of two, interrelated, Social Security Act programs which benefit certain needy children: the Aid to Families with Dependent Children (AFDC) program, 42 U.S.C. §§ 601-610; and the Child Support and Establishment of Paternity (CSE) program, 42 U.S.C. §§ 651-662.
