An association of pleasure craft owners brought this action, claiming the publicly owned marina at which they moored their boats was operated in a manner that violated federal law. They contended the imposition of unreasonable rates that created profit potential for the marina constituted a deprivation of federal statutory rights in violation of 42 U.S.C. § 1983.
