The issue presently before the Court is the amount of recovery by the United States against the Barge ABC-2311, its owner Dixie Carriers, Inc., and Dixie Carriers' insurer, the Water Quality Insurance Syndicate (WQIS), under the Federal Water Pollution Control Act of 1972 (FWPCA), 33 U.S.C. § 1321(f), for the United States' oil pollution cleanup costs resulting from an oil spill on June 22, 1974.
