George W. Saylor, Jr., petitions for review of a United States Department of Agriculture ("USDA") determination that he sold livestock at false weights and charged commissions greater than agreed upon in violation of the Packers and Stockyards Act (the "Act"), 7 U.S.C. §§ 181 et seq. The USDA imposed a $10,000 civil penalty and suspended Saylor as a registrant under the Act for eight months. This court has jurisdiction to review...
