This appeal concerns the legality of one aspect of the United Steelworkers' union membership policy. The specific issue before us is whether section 3(o ) of the Labor-Management Reporting and Disclosure Act, 29 U.S.C. § 402(o ), permits union locals to withdraw privileges of membership from persons who voluntarily terminate their employment in the union's jurisdiction.
