CLEMON, District Judge.

Plaintiff Albert Ross, Jr. was employed by the defendant United States Postal Service from 1966 to 1978. On July 17, 1978, plaintiff wrote to the Director of Personnel of the United States Post Office in Birmingham, Alabama to notify him of plaintiff's resignation from the Postal Service effective July 28, 1978.
