"Sonny" Omholt, Auditor of the State of Montana, appeals from a Lewis and Clark County District Court judgment which declared unconstitutional two statutes which imposed sanctions on district judges and supreme court judges if decisions are not reached or opinions are not written within the procedural constraints and time limits set by the statutes.
