Our earlier opinion of April 6, 1983, is withdrawn and the following is substituted in its stead.

The City of Austin, Texas filed in the county court of Travis County a petition in eminent domain to acquire, for public use, the entirety of three lots owned by Arturo Casiraghi and his wife, Louisa.
