This is a civil rights action brought under 42 U.S.C. § 1983. The plaintiffs are qualified electors of the Three Lakes Water and Sanitation District in Grand County, Colorado. They complain that various constitutional rights were violated when the defendant, the Three Lakes Water and Sanitation District, enforced the act bearing the same name, Colo.Rev.Stat. § 32-10-101 et seq.
