On October 18, 1983, plaintiffs, a Parish Council member and a number of registered voters, filed a petition for a declaratory judgment and injunction against the Parish President and the Parish Council of St. Tammany Parish. The suit seeks to have the election of September 11, 1982, either declared invalid because it was not timely called, or ineffective as a repeal of the St. Tammany Parish Home Rule Charter because it was only a "straw vote opinion...
