PER CURIAM.

These are appeals arising out of litigation involving the National Swine Flu Immunization Program of 1976, 42 U.S.C. § 247b(j)-(l) (1976) ("Swine Flu Act"). Plaintiff, Joseph Lima, received a swine flu vaccination on November 12, 1976, during the implementation of the swine flu program sponsored by the United States. Approximately sixteen weeks after the shot, plaintiff was diagnosed as having Guillain-Barre Syndrome (GBS).
