ROSS, Circuit Judge.

Attorney Richard McClain appeals the district court1 denial of his application for attorney fees. McClain seeks fees under the consent decree entered in the case of Horacek v. Exon, Civil No. 72-L-299 (D.Neb.1975). The district court denied McClain's application on the ground that the court lacks the authority to grant the fees under the decree, statutes and case law. We affirm.
