This is a plaintiff's appeal from a judgment sustaining a defendant's plea of sovereign immunity.

The motion for judgment alleged that an eastbound motorcycle and a westbound automobile collided head-on in the eastbound lane of the Norfolk-Virginia Beach Expressway.
