This is a statutory petition for certiorari brought by the town of New Shoreham (the town) pursuant to the terms of G.L. 1956 (1977 Reenactment) § 39-5-1. The town filed the petition seeking review of a decision and order entered by the Public Utilities Commission (the commission) on docket No. 1517.
