This is a civil rights action under 42 U.S.C. § 1983 (Supp. V 1981) in which plaintiff, Rodney Taylor ("Taylor"), alleges that three law enforcement officials in Ulster County, New York, violated his constitutional rights during, or in the events following, an incident in which a revolver was fired at plaintiff's vehicle.
