Two cases have been consolidated for disposition on this appeal.1 In each case, the defendant was charged in District Court with having committed the "traffic infraction" of exceeding the speed limit in violation of 29 M.R.S.A. § 1251 (Supp.1982).2 Each defendant moved the District Court to transfer his case to Superior Court for trial by jury.3 In each case...
