In October of 1975, the Medical Licensing Board of Indiana (the Board) denied Kenneth E. Basham's application for a license to practice naprapathy.1 In June of 1979 Basham filed the present action seeking various remedies in regard to his denied application under 42 U.S.C. §§ 1983-1985.
