Edwin Simms, an injured maritime worker, appeals from a Benefits Review Board order dismissing him as a party (because not adversely affected by the decision below) from an administrative appeal in which he, his employer, and his employer's workmen's compensation insurer sought review of an administrative law judge's determination that Simms is not a seaman (a fact which if correct, would entitle him to Longshoremen and Harbor Workers' Compensation...
